What the rising sign governs
The Ascendant is closest to how you come across before anyone knows you: your manner, your reflexes, the version of you that handles a room full of strangers. People are often surprised by their own, because it describes what others meet rather than what you feel from the inside. That inside view belongs to the Moon, which is a different placement answering a different question. The rising sign is also why two people with the same Sun can be described in completely opposite terms by everyone who knows them.
Why the birth time matters more here than anywhere else
The Earth turns once a day, so all twelve signs pass over the eastern horizon in twenty-four hours — roughly one every two hours. The Ascendant moves about a degree every four minutes. A birth time out by an hour can hand you the wrong sign entirely and shift all twelve houses with it, which changes the reading of every planet in the chart. Your birth certificate usually carries the time; a hospital record is the next best source. If all you have is a rough part of the day, treat the result as a shortlist rather than an answer.
Why your birth place is asked for
The horizon is local. The same minute produces a different Ascendant in Perth than in Sydney, because the sky is in a different position relative to the ground. The place also settles the time zone that applied on the day, including whether daylight saving was in force — which in Australia varies by state and by year, and is the single most common reason an otherwise careful chart comes out an hour wrong.
